Datuk Azizan is a prominent figure in the financial sector whose
impressive credentials include being the longest serving
Director-General of Labuan Financial Services Authority, a position
from which he retired after a tenure of six years in September 2011.
A graduate in Accounting from the University of Malaya as well
as a Master’s degree holder in Business Administration from the
University of Queensland, Datuk Azizan is also a CPA from Australia.
He is a Fellow Member of the CPA (Australia) and Chartered
Accountant of the Malaysian Institute of Accountants.
During his 31 years of service with Bank Negara Malaysia (BNM),
Datuk Azizan has accumulated a wide spectrum of experience
in finance, supervision and examination. Prior to his appointment
with Labuan FSA, he was the Director of Banking Supervision
at BNM where his portfolio included the examination and
supervision of the proper operations of Malaysia’s domestic and
foreign banking institutions.
In his early years with BNM, he was on attachment to
PricewaterhouseCoopers and Standard Chartered Bank from
1979 to 1983, and 1986 to 1987 respectively. While in BNM, he was
a member of the boards and investment committees of several government bodies including the Pension Provident Fund and ERF Sdn. Bhd. besides being an Advisor to the Malaysian Accounting Standards Board.
At Labuan from 2005 to 2011, Datuk Azizan spearheaded several
projects designed to accelerate the financial centre’s appeal to the international market. Among the focal points of the strategy were
the repositioning and rebranding of Labuan IBFC; the promulgation of four new and four revised legislations governing the Labuan IBFC which have provided expansion of new businesses and products in the IBFC; development of Islamic finance in Labuan in step with the Malaysian Islamic Financial Centre (MIFC) objectives and formulation of a 10 year plan charting the IBFC’s future growth.
While in Labuan FSA, he was a member of several boards including Labuan Corporation, Financial Park Labuan Sdn. Bhd. and
International Islamic Finance Market which is based in Bahrain.
He was also an Exco member of the Malaysia International Islamic Financial Centre.
Currently, Datuk Azizan sits on the Boards of various companies among them being MIDF Berhad, MIDF Investment Bank Bhd.,
Metro Money Exchange Sdn. Bhd., Malaysia Rating Corporation Bhd., OCBC Bank (Malaysia) Berhad, OCBC Al-Amin Berhad and Kensington Trust Group.
